Satish Sharma reviews functioning of IT, ARI & Training departments

Emphasises hassle free, timely services to common people

JAMMU: Minister for Information Technology (IT) and Administrative Reforms, Inspection & Training (ARI & Training), Satish Sharma, today chaired a detailed review meeting of IT and ARI & Training department at Civil Secretariat, Jammu.

Principal Secretary IT, Santosh D. Vaidya, CEO JaKeGA, Ankita Kar, State Informatics Officer NIC, Jaskaran Singh Modi, Director Finance IT, Iftikar Chauhan, Additional Secretary, Aijaz Qaiser and Meenakshi Vaid besides senior officials of the concerned departments were present in the meeting on IT department.

Additional Secretary IT Department gave a comprehensive presentation about working of the department. He elaborately explained about the digital services blueprint, which is based on unified interface, major umbrella reforms and enhanced digital infrastructure.

The Minister was apprised that Digital Transformation, Cyber Security and Online Services Delivery System are main objectives of the department. He was also informed that 1164 services have been unified through an online portal e-UNNAT, of which, more than 300 services have been integrated with Auto Appeal Services (AAS) under PSGA. Further, a total of 785109 appeals had been received through AAS, of which, more than 520177 have been disposed off, recording which makes over 66 percent achievement.

He was also briefed that there are total 17,608 CSCs, of which, more than 14 thousand are functional. Besides, 940 additional touch points have been established in government offices to provide better and speedy services to the public.

The Minister also discussed the ongoing projects, infrastructure and services of IT Department. He directed the officers to ensure completion of all the pilot projects within the given time span. He instructed for regular inspection of CSC’s while asking for further strengthening of the audit mechanism regarding CSCs.

Satish Sharma appreciated the efforts of the department in enabling J&K become number one UT in implementation of NeSDA among all the states and UTs across India.

 Further, the Minister directed the concerned officers to ensure safety procedures and protocols are strictly followed upon in terms of Cyber Security. He also asked them to take appropriate measures for safety of Critical Infrastructure of IT related projects.

Satish Sharma laid emphasis on ensuring hassle free and timely services to common man. He directed the IT Department to utilize the best available technologies to fulfil the goal of Digital J&K, so that it remains on top in providing maximum integrated online services in the country.

Later, the Minister also had a detailed review of working of the Administrative Reforms, Inspections and Trainings (ARI & Trainings) Department.

Shabnam Kamili, Secretary ARI & Training, Dr. Abdul Kabir, Secretary,  (Technical), Muzaffer Ahmad Secretary, Law, ARI, Menu Mahjin, Chairperson, JK BoPEE,   Pankaj Gupta, Special Secretary, ARI, Dr. Shabir Hussain Keen, Secretary, JK BoPEE,  besides other senior officers of the concerned department attended the meeting.

Secretary ARI & Trainings briefed the Minister about the working of ARI and its allied Departments down the line. He underlined the importance of ARI & Trainings Department in bringing administrative reforms aligning with the high standards and functional requirement of each department through a power point presentation.

The Minister was also apprised of the role and mandate of JK BoPEE for advancing and filling up of various seats for professional courses. He was informed about the bottlenecks for admissions to various courses like B.Ed and B.Tech.

The Minister was further briefed about the Administrative Inspections being carried out by the Department during the current year to identify the gaps and suggest measures for improving their functioning.

While taking account of functioning of Government Presses, the Minister was apprised regarding tireless approach of these entities in achieving the goal of the government activities and all the material related to IT administration be it Assembly material,  Election related material, question papers, BUDGET Material  and Government function material. He was also apprised of the revenue realized by both the government presses at  Jammu and Srinagar.

During the meeting, Satish Sharma took stock of different aspects of working of the department. He reviewed department’s performance regarding administrative inspections, finalization of recruitment rules and printing services being extended to different government departments/organizations.

While taking comprehensive review of the Department, the  Minister appreciated the role and mandate of the Department regarding major achievements including its admissions,  administrative reforms,  inspections and printing.

The Minister asked the concerned officers to further streamline functioning of the department as it has a defined role and can immensely contribute to advance the vision and mission of the government to bring reforms and bridge certain gaps.

Satish Sharma asked for carrying out necessary survey to assess the scope and need of modernisation of Government Presses. He also took stock of issue of upgradation of these vital units in terms of men and machinery including construction of new building for Ranbir Government Press Jammu. He directed for identification of land for construction of own buildings for JK BoPEE at Srinagar and Jammu.

The Minister issued directions for evolving a robust mechanism for filling up of the left over seats by the JK BOPEE after ensuring removal of existing bottlenecks in consultation with the line departments.
