KUPWARA: Principal Secretary Skill Development Department, Dr. Asgar Hassan Samoon, today said that Back to Village Four (B2V4) has shown a right direction to generate employment opportunities for educated unemployed youth.
Principal Secretary, who is also Mentor Secretary for Kupwara district, said this while talking to media after participating in Back to Village function at Children Park, Zangli.
Deputy Commissioner Kupwara, Doifode Sagar Dattatray; SSP Kupwara, Yougal Manhas; District Development Council member Hyhama, Haji Sona Ullah Khan besides others accompanied the Principal Secretary.
Principal Secretary said that creation of employment opportunities is paramount to infrastructural development. He said 15 to 20 youth are being identified in each Gram Panchayat which shall be facilitated with financial assistance and other logistic support by the administration. He said skill development and self-employment are interconnected fields on which the government is focusing with utmost priority. He urged upon the youth to come forward and enroll themselves with different departments for getting necessary skills and financial assistance from the sponsoring agencies for establishment of their self employment generating units. Self employment is the only way which can overcome the rising unemployment issue in the UT as well as district Kupwara.
Dr. Samoon said that DC Kupwara has done a commendable job of giving target of 750 units to be established within a stipulated time through Industries and other employment generating departments.
Regarding Back to Village, Samoon said that the programme has provided ample scope for disseminating mass awareness among the people about the government schemes. He said more than 100 schemes are online by now and people are directly taking advantage of these services.
Principal Secretary said the government servants are in fact public servants and need to be accessible to people at their doorsteps. He said the schemes are being saturated during the outreach ambitious programme.
Principal Secretary said that discipline and transparency has increased manifold which reflects in the transparent public delivery system. He said Kupwara has vast scope of development in tourism, animal and sheep husbandry besides Agriculture and Fisheries sectors.
Deputy Commissioner Kupwara, Doifode Sagar Dattatray informed that 2 phases of Back to Village 4 have been completed successfully in the district during which 257 Gram Panchayats have been covered while 3rd phase of B2V4 has started today in 128 Panchayats of the district. He said the thrust area of the B2V4 was on saturation of individual beneficiary oriented schemes.
DC said all officers are saturating deliverables of their departments at the doorsteps of the people besides centrally sponsored schemes including Ayushman Bharat, PM Kissan, App Ki Zameen Aap Ki Nigrani are being implemented effectively.
Earlier, Principal Secretary inspected stalls installed by various departments including Youth Services & Sports, ITI/Skill Development, Social Welfare, ICDS, Revenue, NRLM, Sheep/Animal Husbandry, Ayushman Bharat, Handicrafts, Fisheries, District Industries Centre, Social Forestry, Agriculture, Horticulture, J&K Bank, Grameen Bank and SBI.
During the inspection of stalls, Principal Secretary distributed Soil Health Cards, Carom boards, Baby Care Kits, Loan Sanction Letters, Land Passbooks and other incentives among the beneficiaries.
Later, Principal Secretary visited Goose and inspected ongoing work on construction of Water Front alongside the Lolab road.
Deputy Commissioner informed Principal Secretary that the project is coming up under MGNREGA Convergence Plan which will become an attraction for local as well as outside tourists visiting Lolab valley.
