Lok Adalat provided an alternative dispute redressal mechanism to reduce the load on the regular court system

SRINAGAR:  In pursuance to the National Legal Services Authority (NALSA) calendar, and under the directions of Jammu and Kashmir Legal Services Authority, the 4th National Lok Adalat of the year 2024 was on Saturday held across all the District Courts of Kashmir by the respective District Legal Services Authorities (DLSAs) for amicable settlement of cases of different nature.

The National Lok Adalat was held under the insightful directions of Justice Tashi Rabstan, Chief Justice, High Court of Jammu & Kashmir and Ladakh, who also serves as the Patron-in-Chief & Executive Chairman J&K Legal Services Authority and Justice Atul Sreedharan, Executive Chairman J&K Legal Services Authority.

Lok Adalat is an alternative dispute redressal mechanism where disputes and cases pending in courts of law or at the pre-litigation stage are settled or compromised amicably to reduce the load on the regular court system.

The matters placed before the benches included cases of Civil, Criminal Compoundable, Cheque bounce, Bank matters, MACT, Land Compensation, Matrimonial, Electricity and Pre-litigation matters. Further, Pre-litigation matters were taken up, which included PDD matters, bank recovery matters, PHE cases, Social Welfare Schemes, Labour, Revenue, Matrimonial disputes, land disputes, BSNL cases, municipality cases and other Government schemes etc.

          At Baramulla, the 4th National Lok Adalat was officially inaugurated today by Chairman District Legal Services Authority (DLSA) Baramulla, Jawad Ahmad at the District Court Complex Baramulla.

The event saw the establishment of 11 benches across the district to facilitate the settlement of various disputes.

Four benches were set up at the District Court Complex Baramulla, led by Principal District & Sessions Judge Baramulla, Jawad Ahmad, Additional District & Sessions Judges, Special Mobile Magistrates and Sub-Judges. Additionally, two benches were formed at Tehsil Legal Services Committees (TLSC) in Sopore, Pattan, Uri, Boniyar, Dangiwacha, and Tangmarg.

A total of 9,706 cases were brought before the Lok Adalat, and 8,806 cases were successfully settled through amicable resolutions, demonstrating the effectiveness of the Lok Adalat in providing timely justice. As a result of these settlements, an amount of Rs.62,23,913 was realized.

          At Anantnag, the District Legal Services Authority (DLSA) Anantnag today organized the 4th National Lok Adalat under the supervision of Tahir Khurshid Raina, Chairman, DLSA (Pr. District & Sessions Judge, Anantnag) at District Court Complex Anantnag and other Taluka courts.

The inaugural was organized at District Court Complex Anantnag presided over by Chairman DLSA.

04 Benches were constituted at District Headquarter, besides 06 benches were constituted in peripheral courts to conduct National Lok Adalat.

A total of 2272 different Cases/ matters were taken up in which 1706 different Cases/matters were amicably settled. An amount of Rs. 5,17,72,333 was amicably settled in different cases.

At Srinagar, the District Judiciary Srinagar and the District Legal Services Authority (DLSA) Srinagar today organized the 4th National Lok Adalat at the District Court Complex Mominabad Srinagar and in the court of Additional Spl. Mobile Magistrate/JMIC Panthachowk Srinagar.

The National Lok Adalat was held under the overall supervision of Jaffer Hussain Beg, Principal District & Sessions Judge, and Chairman of DLSA Srinagar, who also inaugurated the Lok Adalat.

To facilitate the amicable settlement of cases, 15 benches were constituted, wherein one Bench presided over by Jeema Bashir (Presiding Officer, MACT, Court Srinagar)  and Arti Mohan (Presiding Officer POCSO Court) Srinagar took up 70, out of which 43 cases were amicably settled & Rs.33413000 was awarded as settlement amount and 16 no. of cheques amounting Rs.1,02,50000 were on spot distributed by Jeema Bashir (Presiding Officer, MACT Court) Srinagar, and Arti Mohan (Presiding Officer POCSO Court)  in presence of  Jaffer Hussain Beg (Pr. District & Sessions Judge/Chairman DLSA) Srinagar.

In addition to this a help desk by the Department of Child Psychiatry (IMHANS K) was established which  provided counselling services to parents, litigants, and children, facilitated by Dr. Bilal Ahmed, a Clinical Psychologist, and Adv. Syed Mujtaba, a Child Rights Lawyer.

This innovative effort aimed to address both legal and psychological concerns, fostering a holistic approach to justice and emphasizing the importance of mental well-being alongside legal resolution.

Overall 128564 cases were taken up for settlement out of which 127087 cases were amicably settled and Rs. 65381921 was awarded as settlement amount.

At Ganderbal, the District Legal Services Authority (DLSA), Ganderbal today conducted the 4th National Lok-Adalat under the direction and supervision of Abdul Nasir, Chairman DLSA (Pr. District & Sessions Judge), Ganderbal.

The 4th National Lok Adalat was inaugurated by Abdul Nasir (Pr. District & Sessions Judge), Ganderbal.

Three benches were constituted for amicable settlement of the cases, among which the first and second bench heard cases at the District Court Complex, Ganderbal, while as the third bench heard cases at the Munsiff Court Complex, Kangan.

During the proceedings of the Lok Adalat, Chairman District Legal Services Authority, Ganderbal, inspected the Lok-Adalat Bench proceedings to ensure smooth conduct and effective disposal of Cases.

A total number of 951 cases were taken up, out of which 751 cases were successfully settled and an amount of Rs 63,04,030 was awarded as settlement amount.

At Budgam, the 4th National Lok Adalat was organized today in District Court Complex Budgam and Taluka Courts of District Budgam under the supervision of O.P Bhagat, Chairman DLSA Budgam (Ld. Pr. District & Sessions Judge).

The 4th National Lok Adalat at District Court Budgam was inaugurated by O.P Bhagat Principal District & Sessions Judge (Chairman DLSA Budgam).

Each Court had identified cases for Lok Adalat beforehand and same were placed before eight (08) different benches constituted by DLSA Budgam for their settlement in National Lok Adalat.

Nonetheless, a total number of 4,301 matters were taken up for their amicable settlement, out of which 939 matters were settled. Besides, an amount of Rs 2,03, 40,078 was realized in total in the settlement.

At Pulwama, 4th National Lok-Adalat was organized in District Court & other subordinate courts of the District under the chairmanship of Naseer Ahmad Dar, Chairman DLSA (Pr.District &Sessions Judge), Pulwama.

The Lok-Adalat at District headquarters Pulwama was inaugurated by PD&SJ Pulwama.

A total number of 1225 cases were taken up by 04 benches in the district out of which 570 cases were settled in the said Lok-Adalat.

An amount of Rs.3,52,47,206 was awarded as settlement amount in all cases including award of Rs. 50,05000 in 07 MACT Cases.

At Kulgam, the 4rd National Lok Adalat was held today in District Court Kulgam, under the chairmanship of Aijaz Ahmad Khan (Principal District and Sessions Judge /Chairman DLSA Kulgam).

The Lok Adalat was inaugurated by Chairman DLSA.

Six benches were constituted, four at Headquarter and one each at D.H.Pora and Qazigund.

In the said  Lok Adalat, a total number of  1310 cases were taken up, out of which 597 cases were amicably settled. An amount of Rs. 1,89,32,025 was  awarded as settlement amount in different cases including 02 MACT Cases.

At Kupwara, the District Legal Services Authority (DLSA), Kupwara organized 4th National Lok Adalat, across the district today under the supervision of Shazia Tabasum, Chairperson, DLSA, (Pr. District & Session Judge) Kupwara.

Six (06) Benches were constituted for the said Lok Adalat with two benches at Court Complex, Kupwara, one each at Court Complex Handwara, Special Mobile Magistrate Court Trehgam, Munsiff Court Sogam and Munsiff Court Tangdhar.  

A total number of 561 cases were taken up by all the benches, of which 272 cases were disposed-off as settled on spot by intervention of the benches and by participation of the lawyers and litigants.

A total sum of Rs. 52,84,100 was awarded to the aggrieved parties by settlement during the said National Lok Adalat.

At Shopian, the District Legal Services Authority (DLSA) Shopian today organized the 4th National Lok Adalat at District Court Complex Shopian.

Chairman DLSA (Principal District and Sessions Judge) Shopian Mehmood Ahmad Chowdhary inaugurated the National Lok Adalat at District Court Shopian.

For the said National Lok Adalat, 03 Benches were constituted by the DLSA that took up 295 cases, out of which 181 Cases were settled amicably with a settlement amount Rs. 61,19,032.
